We are seeking an experienced HSE Officer (Electrical) to lead the implementation and enforcement of the Health, Safety, and Environment (HSE) program for the Onshore Electrical Turnaround (TAR) 2026 project in Malabo, Bioko, Equatorial Guinea. The successful candidate will ensure compliance with international HSE standards, electrical safety regulations, and client requirements while supporting safe execution of electrical turnaround activities in an Oil & Gas environment.
The ideal candidate will have extensive experience in electrical safety management, Permit-to-Work (PTW) systems, Lockout/Tagout (LOTO), Job Safety Analysis (JSA), Job Hazard Analysis (JHA), incident investigation, and HSE leadership on major turnaround, shutdown, or construction projects.
HSE OFFICER (ELECTRICAL)
Qualifications:
- Background in Electrical Engineering or Electrical & Instrumentation (E&I) is strongly preferred.
- Minimum of 8 years of HSE experience.
- At least 5 years of experience in Oil & Gas, Petrochemical, or Industrial Electrical environments.
- Minimum of 3 Turnaround (TAR), Shutdown, or Construction Projects completed as an HSE Officer or Senior HSE Advisor.
- Most recent TAR project must have been completed within the last five (5) years (2021 onwards).
- Experience managing Permit-to-Work (PTW) systems with major International Oil Companies (IOCs) is highly preferred.

Required Certifications:
- Mandatory:
- NEBOSH International General Certificate (IGC)
- IOSH Managing Safely
- NFPA 70E Qualified Person
- First Aid Certificate (3-Day)
- Valid Passport (minimum 12 months validity)
- Tropical Medical Fitness
- Strongly Preferred:
- NEBOSH International Diploma (IDip)
- OSHA 30-Hour General Industry
- TapRoot Investigator Certification
Responsibilities:
- Implement and enforce the project’s Health, Safety, and Environment (HSE) Management System.
- Ensure full compliance with client HSE policies, international safety standards, and regulatory requirements.
- Monitor all electrical turnaround activities to ensure safe work practices are consistently followed.
- Manage and oversee Permit-to-Work (PTW) processes for electrical and high-risk activities.
- Verify the proper implementation of Lockout/Tagout (LOTO) procedures before electrical work begins.
- Conduct Job Safety Analysis (JSA), Job Hazard Analysis (JHA), and task-specific risk assessments.
- Perform regular site inspections, audits, and safety observations to identify hazards and implement corrective actions.
- Promote compliance with NFPA 70E, IEEE 1584, OSHA 1910.269, and OSHA 1910.147 electrical safety standards.
- Lead electrical hazard identification, arc flash risk assessments, and electrical safety awareness initiatives.
- Investigate incidents, near misses, and unsafe conditions using methodologies such as TapRoot, 5-Why, and Bow-Tie Analysis.
- Conduct toolbox talks, HSE orientations, safety meetings, and emergency response drills.
- Prepare HSE reports, inspection records, incident reports, and safety performance documentation.
- Coordinate closely with project management, client HSE representatives, supervisors, and contractors to maintain a safe work environment.
- Support continuous improvement initiatives to strengthen HSE performance throughout the project.
