DESCON Engineering is seeking qualified Office Clerks (HSE Officers) to support Health, Safety, and Environment (HSE) operations for projects in the Oil & Gas, Petrochemical, Refinery, and Heavy Industry sectors. The successful candidates will provide administrative and safety coordination support while ensuring compliance with HSE policies, permit-to-work procedures, and international safety standards. This role combines office administration with workplace safety responsibilities to promote a safe and compliant working environment.
OFFICE CLERK (HSE OFFICER)
Qualifications:
- A minimum of 2 years of working experience is required.
- Candidates must possess a Bachelor’s Degree in any relevant field or a similar discipline.
- Experience in Oil & Gas, Petrochemical, Refinery, or Heavy Industry is mandatory.
- Proven experience working as a Safety Officer or HSE Officer in industrial or construction environments.
- Possession of internationally recognized HSE certifications such as NEBOSH, IOSH, BOSH, OSHA, or equivalent is required.
- Strong knowledge of occupational health, safety, and environmental regulations, including hazard identification, risk assessment, and incident investigation.
- Familiarity with Permit-to-Work (PTW), Lockout/Tagout (LOTO), confined space entry, hot work, working at height, and emergency response procedures.
- Proficient in Microsoft Office applications and HSE documentation management.
- Excellent organizational, analytical, and problem-solving skills.
- Strong communication, interpersonal, and report-writing abilities.
- Must have good communication skills in English or Arabic.
- Able to work independently and collaboratively in a multidisciplinary team environment.

Responsibilities:
- Support the implementation and enforcement of company Health, Safety, and Environment (HSE) policies and procedures.
- Maintain and organize HSE documentation, inspection records, incident reports, permits, risk assessments, and safety registers.
- Assist in conducting workplace safety inspections, audits, and hazard identification activities.
- Monitor compliance with safety regulations, permit-to-work (PTW) procedures, and site-specific HSE requirements.
- Coordinate safety orientations, toolbox talks, HSE meetings, and employee safety training.
- Prepare daily, weekly, and monthly HSE reports and maintain accurate safety statistics.
- Assist in investigating workplace incidents, near misses, and unsafe conditions, and ensure proper documentation of findings.
- Coordinate with project managers, supervisors, engineers, and contractors to ensure compliance with HSE standards.
- Monitor the availability and proper use of personal protective equipment (PPE).
- Maintain document control for HSE manuals, procedures, certifications, and regulatory compliance records.
- Support emergency preparedness activities, evacuation drills, and safety awareness campaigns.
- Perform other administrative and HSE-related duties assigned by management.
