Eram Manpower Services is seeking qualified and experienced HSE Officers to work in the United Arab Emirates. The successful candidates will be responsible for supporting and monitoring Health, Safety, and Environmental (HSE) programs at project sites, ensuring that work activities are carried out safely and in accordance with company policies, approved procedures, and applicable safety requirements. Candidates with experience in Oil & Gas projects are highly preferred.

HSE OFFICER

Qualifications:

• Male, not more than 45 years old.
• Relevant work experience as an HSE Officer or in the same or a similar position.
• Previous experience in Oil & Gas projects is highly preferred.
• Strong understanding of the duties and responsibilities related to Health, Safety, and Environmental operations.
• Knowledge of workplace safety practices, hazard identification, risk assessment, and incident prevention.
• Familiarity with Permit-to-Work (PTW), Job Safety Analysis (JSA), risk assessments, toolbox meetings, and site safety inspections.
• Understanding of safe work practices for construction, fabrication, lifting, scaffolding, electrical, mechanical, and other industrial activities.
• Knowledge of proper PPE selection and usage and workplace safety requirements.
• Ability to identify unsafe acts, unsafe conditions, hazards, and environmental risks.
• Knowledge of emergency response, accident reporting, incident investigation, and corrective-action procedures.
• Familiarity with environmental protection, waste management, chemical handling, and spill-prevention practices.
• Ability to prepare safety reports, inspection records, incident documentation, and other HSE records.
• Strong communication and interpersonal skills with the ability to work with workers, supervisors, contractors, and management.
• Good observation, problem-solving, organizational, and decision-making skills.
• Physically capable of conducting regular site inspections and working in industrial or construction environments.
• Strong commitment to workplace safety, environmental protection, and compliance.
• Ability to follow company policies, project requirements, HSE procedures, and supervisor instructions.
• Reliable, disciplined, proactive, and able to work effectively in a demanding Oil & Gas or industrial environment.

Responsibilities:

• Implement and monitor company Health, Safety, and Environmental policies and procedures at the worksite.
• Conduct regular site inspections to identify unsafe acts, unsafe conditions, hazards, and potential environmental risks.
• Ensure employees and contractors comply with established HSE rules, procedures, and safe work practices.
• Monitor work activities involving construction, fabrication, lifting, scaffolding, electrical, mechanical, and other industrial operations.
• Conduct or assist with risk assessments and Job Safety Analysis (JSA) before potentially hazardous activities.
• Review and monitor Permit-to-Work (PTW) requirements for applicable work activities.
• Conduct toolbox meetings, safety briefings, and HSE orientations for workers and site personnel.
• Promote proper use of personal protective equipment (PPE) and ensure workers use the appropriate PPE for assigned tasks.
• Monitor working-at-height activities, lifting operations, hot work, confined-space entry, excavation, electrical work, and other high-risk activities.
• Inspect scaffolding, ladders, access points, work platforms, lifting equipment, tools, and other safety-critical equipment.
• Monitor compliance with proper barricading, signage, exclusion zones, housekeeping, and site-access requirements.
• Identify unsafe practices and immediately communicate corrective actions to responsible personnel.
• Follow up on reported hazards, observations, incidents, and corrective actions until properly resolved.
• Assist in investigating accidents, incidents, near misses, and unsafe occurrences and prepare relevant reports.
• Maintain accurate HSE records, inspection reports, observation cards, incident reports, and corrective-action documentation.
• Monitor environmental controls related to waste management, chemical handling, spills, emissions, and proper material storage.
• Ensure hazardous materials and chemicals are properly identified, labeled, stored, handled, and disposed of.
• Assist in emergency preparedness activities, including emergency drills, evacuation procedures, and response planning.
• Check availability and accessibility of emergency equipment, first-aid supplies, fire extinguishers, spill kits, and other safety resources.
• Coordinate with supervisors, engineers, foremen, workers, subcontractors, and management regarding HSE concerns.
• Assist in conducting safety audits, inspections, site walkthroughs, and compliance assessments.
• Provide HSE guidance and recommendations to workers and supervisors to improve workplace safety.
• Monitor compliance with approved method statements, risk assessments, HSE plans, and project requirements.
• Promote good housekeeping and proper waste segregation throughout the project site.
• Participate in HSE meetings and provide updates on safety observations, incidents, risks, and corrective actions.
• Assist in monitoring safety performance indicators and preparing HSE reports for management.
• Ensure HSE documentation is properly maintained and readily available for inspection.
• Perform other HSE, safety, environmental, and compliance duties assigned by the supervisor or management.
