Elite Construcciones is seeking a qualified HES–NEBOSH Safety Officer to oversee health, environment, and safety (HES) compliance during a Chevron and Equatorial Guinea LNG (EG LNG) onshore and offshore platform shutdown project. The successful candidate will be responsible for promoting a strong safety culture, ensuring compliance with client and company HSE standards, conducting workplace inspections, monitoring high-risk activities, and supporting incident prevention throughout the approximately 60-day project.

HES-NEBOH SAFETY OFFICER

Qualifications:

• Valid NEBOSH certification (National Examination Board in Occupational Safety and Health) or equivalent internationally recognized HSE qualification.
• Must have Firewatch training and be competent in performing Firewatch duties during hot work operations.
• Experience as an HSE, HES, or Safety Officer in industrial, oil and gas, petrochemical, LNG, construction, or shutdown projects is preferred.
• Strong knowledge of occupational health, safety, and environmental regulations.
• Familiar with Permit-to-Work (PTW) systems, Job Safety Analysis (JSA), Risk Assessments, Lockout/Tagout (LOTO), confined space entry, working at heights, and emergency response procedures.
• Excellent observation, hazard identification, and incident investigation skills.
• Strong communication, leadership, and interpersonal abilities.
• Proficient in preparing safety reports and maintaining HSE documentation.
• Able to work independently and effectively in a multicultural team environment.
• Physically fit and capable of working in industrial, onshore, and offshore environments.
• Willing to work in Equatorial Guinea for the duration of the project.

Responsibilities:

• Implement and enforce company, client, and regulatory Health, Environment, and Safety (HES) policies and procedures.
• Monitor all shutdown activities to ensure compliance with Chevron, EG LNG, and company safety requirements.
• Conduct routine safety inspections, audits, and hazard assessments at onshore and offshore work sites.
• Participate in Job Safety Analysis (JSA), Risk Assessments, Toolbox Talks, and pre-job safety briefings.
• Ensure compliance with Permit-to-Work (PTW) systems for confined space entry, hot work, working at heights, lifting operations, and other high-risk activities.
• Monitor the proper use of Personal Protective Equipment (PPE) and ensure compliance with safety regulations.
• Serve as or support Firewatch duties during hot work operations, ensuring fire prevention measures are maintained.
• Monitor confined space activities and verify that all required safety controls are in place before work begins.
• Investigate incidents, near misses, unsafe acts, and unsafe conditions, and prepare detailed reports with corrective and preventive actions.
• Coordinate emergency response activities and assist during drills and actual emergency situations.
• Maintain safety records, inspection reports, permits, incident reports, and HSE documentation.
• Conduct safety orientations and provide guidance to employees and contractors regarding safe work practices.
• Liaise with supervisors, client representatives, and HSE management to resolve safety concerns and improve site performance.
• Promote continuous improvement in workplace safety and environmental protection.
• Perform other HSE-related duties assigned by management.
