Daeah Engineering & Construction Co. Ltd. is seeking an experienced Safety Manager to lead and oversee all Health, Safety, and Environment (HSE) activities for construction projects in Mozambique. The successful candidate will be responsible for developing and implementing HSE policies, ensuring compliance with safety regulations, promoting a strong safety culture, and minimizing workplace risks through effective safety management.

Qualifications:

• Minimum of 3 years of relevant working experience as a Safety Manager or in a senior HSE management role within construction, industrial, or engineering projects.
• Bachelor’s/College Degree in Engineering (Others) or a related field.
• Strong knowledge of occupational health and safety regulations, hazard identification, risk assessment, incident investigation, and HSE management systems.
• Experience developing and implementing HSE policies, procedures, and safety programs.
• Excellent leadership, communication, analytical, and organizational skills.
• Ability to prepare HSE reports, conduct audits, and lead incident investigations.
• Experience in EPC, oil and gas, petrochemical, power plant, or heavy industrial construction projects is an advantage.

Responsibilities:

• Develop, implement, and maintain Health, Safety, and Environment (HSE) policies, procedures, and programs in accordance with company standards and project requirements.
• Investigate accidents, incidents, and near misses, identify root causes, and implement corrective and preventive actions.
• Prepare and maintain HSE reports, records, statistics, and regulatory documentation.
• Lead site safety inspections, audits, and risk assessments to identify hazards and ensure compliance with HSE requirements.
• Ensure effective implementation of the Permit to Work (PTW) system, including hot work, confined space entry, excavation, lifting operations, and other high-risk activities.
• Supervise Safety Supervisors, Safety Officers, and other HSE personnel, providing guidance, training, and performance management.
• Coordinate emergency preparedness, response planning, and evacuation drills.
• Promote safety awareness through toolbox talks, safety campaigns, training sessions, and HSE meetings.
• Liaise with project management, clients, subcontractors, and regulatory authorities on HSE matters.
• Monitor project HSE performance and recommend continuous improvement initiatives to enhance workplace safety and regulatory compliance.
