About the Agency

The Department of Migrant Workers (DMW) is the executive department of the Philippine government tasked to protect the rights and promote the welfare of overseas Filipino workers (OFWs). The department was created by virtue of Department of Migrant Workers Act or the Republic Act No. 11641, which was signed by President Rodrigo Roa Duterte on December 30, 2021.

The DMW is mandated to facilitate the overseas employment and reintegration of Filipino workers, while taking into consideration the national development programs of the National Economic and Development Authority. It is also tasked to promote the empowerment and protection of OFWs through continuous training and knowledge development.

By virtue of the Department of Migrant Workers Act or the Republic Act. 11641, the DMW, being composed with seven subsumed agencies will go beyond its mandate in securing the best interest and welfare of our OFWs at every stage of their migration cycle— from their recruitment to deployment, and up to their reintegration.

The Department of Migrant Workers (DMW) will boost the existing welfare programs and services to attend to the urgent needs and concerns of our OFWs and their families through the Overseas Workers Welfare Administration (OWWA), as the department’s attached agency.

No time will be wasted to prioritize the best interest and protection of our OFWs, who work hard abroad for the betterment of the lives of their families, and constantly contribute to the flowering of the country’s economy.

As long as there are Filipino workers abroad, rest assured that the DMW, will continue to uphold their rights and welfare and safeguard them from any abuse, exploitation and violence. Also, we will help our migrant workers to seize the benefits and gains from their overseas employment.

Domain of the Department of Migrant Workers

Pursuant to to Sections 4 and 5 of Republic Act 11641, series of 2022, my we have the pleasure to introduce the official web address of the new Department of Migrant Workers (DMW), as follows:

To access the various online systems of the department, the URL for the purpose is:

On the same note, all the official email addresses issued under the now defunct POEA shall bear the DMW domain. Hence, in order to restore the contact/connection with the previous POEA offices/contact persons under the new department, you may enter the current username thereof but use @dmw.gov.ph domain, instead of @poea.gov.ph domain

For systems, the same shall likewise be migrated under the new domain. However, errors maybe encountered or changes to the behaviour of the systems accounts given to authorized users, these coming weeks. In such cases, you may contact the ICT Branch for guidance or assistance, as follows:

Department of Migrant Workers Act (DMW)

Republic Act No. 11641, known as the “Department of Migrant Workers Act“, which took effect on 3 February 2022, consolidated and merged into and constituted as the Department, the seven agencies namely: the Philippine Overseas Employment Administration POEA), the Office of the Undersecretary for Migrant Worker Affairs (OUMWA) of the DFA, the Philippine Oversees labor Offices (POLO) under DOLE, the International labor Affairs Bureau (ILAB), the National Reintegration Center for OFWs (NRCO) under OWWA, the National Maritime Polytechnic (NMP) under DOLE, and the Office of the Social Welfare Attache (OSWA) under the DSWD, and their powers and functions were subsumed to the Department which now assumes and performs all their powers and functions.

By virtue of Section 8 of the DMW Act, the authority and responsibility for the exercise of the mandate, powers, and functions of the Department (is) vested in the Secretary of the Department, who exercises supervision and control over the Department and must perform all the powers and functions specified and enumerated in the Act.

The enactment of the Republic Act 11641 or the Department of Migrant Workers Act is a realization on how the Philippine government shows importance to the Filipino migrant workers.

The Department is mandated to strengthen the protection of the welfare of our beloved Overseas Filipino Workers (OFWs) in order to shield them from the prey of the illegal recruiters and abusive employers.

During the first month of my leadership as the pioneer Secretary of the Department, we were able to publish the Implementing Rules and Regulations amidst the constant defiance of some critics and personalities who showcased deliberate intent to put on hold the full implementation of the Department.

One of the goals of the incoming President Ferdinand “Bongbong” Marcos, Jr. that he shared during the Asia Expat Filipino Forum 2022 is the focused service to OFWs where the Filipino Migrant Workers should not have a hard time in processing their papers because the services should be lodged to one operational Department.

This is the exact reason why we strictly follow the law that enacted the Department in order to meet the deadlines that were expressly stated therein.

Moreover, we will also provide basic services to our OFWs and their families left behind. The Marcos Administration ensures that there will be a subsidized healthcare for OFWs, and OFW Hospital (that materialized during this present Administration) where all the medical requirements during the pre-deployment of the OFWs should be catered into.

In addition, the vision of the incoming Administration is to have an OFW Hospital in every region in order for the said hospitals to be accessible to our Filipino Migrant Workers.

In the same manner, the Marcos Administration hopes to provide a scholarship for all the OFW dependents since the expenditures in the education holds the biggest chunk of their salary.

Another facet of the Marcos regime is the retraining/reskilling expansion of the OFWs in order for them to have a suitable access to works that require their skills. Also, this retraining will enable them to be suited for whatever is needed based on the demands of certain labor markets. With this retraining, they will have ample opportunity to be employed based on their skills and training.

More importantly, the retirement fund of the OFWs is one of the goals of the Department. Aside from the reintegration programs that are currently being offered to them, the Department is also tasked to ensure that financial education is provided to them; thus, creating an assurance that the money that they worked hard for will not be wasted.

I would like to assure that under my leadership, all these visions of the Marcos Administration will be our top priorities to ensure that our Filipino Migrant Workers will be able to have the best services that they deserve. After all, the Department of Migrant Workers is created for them in recognition of their endless contribution to our economy and their families.
